Year 2021 is the start of the compilation activities for the Provincial Product Accounts (PPA). It is considered the appropriate year to start PPA activities due to the following major factors in terms of generating PPA benchmark estimates:

• Released in 2020, data series of the overall revised and rebased to 2018 prices of the national accounts, regional accounts, and agricultural accounts;

• Availability of:

          2018 Census of Philippine Business and Industry (CPBI)
          2018 Updated List of Establishments
          2018 Family Income and Expenditure Survey (FIES)
          2020 Census of Population and Housing (CPH)
          Rebasing of Price indices to 2018

Benchmarks are reference points/values that are derived from a complete set of data. Benchmark estimates of the province determine the standard of an industry performance or the economic performance as a whole. Benchmarking is the initial process in the PPA compilation.

To facilitate the implementation of PPA activities despite the current limited PSA staff assigned to generate the PPA estimates of the 82 provinces and 33 highly urbanized cities (HUCs), all activities relating to PPA will be done by phase including the number provinces with PPA per year.
