PSA BARMM Announces the Conduct of the 2024 Census of Population and Community-Based Monitoring System (2024 POPCEN-CBMS)

08 JULY 2024, COTABATO CITY – The Philippine Statistics Authority - Regional Statistical Services Office Bangsamoro Autonomous Region in Muslim Mindanao (PSA-RSSO-BARMM) announces the conduct of the 2024 Census of Population and Community-Based Monitoring System (2024 POPCEN-CBMS) which will commence on 15 July and will run until 16 September 2024 nationwide.

PSA as the central statistical agency of the national government as per R.A. 10625, shall primarily be responsible for all national censuses and surveys, sectoral statistics, consolidation of selected administrative recording systems and compilation of national accounts. The mid-decade Census of Population (POPCEN) conducted pursuant to Executive Oder 352, is a primary source of data on the size, distribution and composition of the population of the country.

Subsequently, by virtue of RA 11315, otherwise known as the “Community-Based Monitoring System (CBMS) Act” signed into law on 17 April 2019, the PSA is mandated to implement the CBMS through the Community-Based Statistics Service of the Censuses and Technical Coordination Office. CBMS is an organized technology-based system of collecting, processing, and validating necessary disaggregated data at the local level. These data may be used as a basis in targeting Philippine households in the planning, budgeting, and implementation of government programs geared towards poverty alleviation and economic development.

The simultaneous conduct of the two PSA-led statistical activities aims to capture a holistic understanding of the underlying problems and the needs, of the community serving as crucial data source for policymakers, planners and decisionmakers in the country.

Moreso, these statistics will also inform targeted and tailor-fitted interventions and drive inclusive development strategies. One major use of the 2024 POPCN-CBMS is the updating of the beneficiaries of the registry of social protection programs of the national government.

In addition, the conduct of the 2024 POPCEN-CBMS is also aligned closely with the Sustainable Development Goals, serving as a vital tracking progress towards achieving these global targets. Locally, disaggregated data has the potential to provide insights into the SDG progress and various developments indicators at the grassroots level.

However, the right to privacy of every respondent remains inviolable. All information pertaining to the respondents is confidential and shall not be disclosed or divulged to any third person or entity unless authorized or allowed by law.

As stipulated in Section 25 of RA 10625, respondents of the primary data collection activities such as the POPCEN are obligated to provide truthful and complete answers to the statical inquiries. The gathering, consolidation and analysis of such data shall be conducted in a truthful and credible manner.

The nationwide census which covers the data collection, processing, mapping, coordination, and advocacy activities. The result of the 2024 POPCEN-CBMS (Listing Record and Profiling of Household and Institutional Population) is targeted to be released by the first quarter of 2025.

Finally, to popularize the conduct of the 2024 POPCEN-CBMS and gather support of the general public, PSA BARMM is set to hold a press launch on 11 July 2024, 8:00 AM at Surya Hall, Mall of Alnor, Cotabato City.
