01 July 2024 – Cotabato City. Philippine Statistics Authority Regional Statistical Services Office Bangsamoro Autonomous Region in Muslim Mindanao (PSA RSSO BARMM) successfully conducted a simultaneous unveiling and thanksgiving of the PSA BARMM ISO 9001 certification and the inauguration of the Regional Bids and Awards Committee (RBAC) Room on 01 July 2024 at the PSA BARMM, Cotabato City.
Engr. Akan G. Tula, OIC Regional Director, conveyed in a message that this milestone has been a long-awaited achievement realized through collaborative efforts. Acquiring the certification didn't happen overnight. It was a long and meticulous process that went through various phases of management audit. It’s been a long dream of the PSA BARMM, and today, we have finally achieved it”, he said.
He acknowledged the valuable participation of the dedicated men and women of the PSA BARMM. He emphasized that the administration aims to bring government services closer to the people. Furthermore, RD Tula stressed not to become complacent with the current achievement. “The
challenge now is to sustain what we have already achieved and to implement further developments in areas that need improvement.”
Alongside RSSO BARMM, the Provincial Statistics Offices of Maguindanao and Lanao del Sur also received the same certification, manifesting PSA BARMM’s commitment to being a solid, responsive, and world-class government statistics office.
On the other hand, promulgated under Republic Act No. 9184, known as the Government Procurement Reform Act of 2023, the inauguration of the new RBAC room is also aligned with the promotion of Quality Management System aiming for an advanced and more efficient
operations in the administrative and general services.
In general, QMS is a vital component of government service delivery as it is based on the principles of customer focus, leadership, engagement of people, process approach, improvement, evidence-based decision making, and relationship management. For PSA, on other hand, it covers its core processes such as statistical operations, civil registration, financial management, human resource management, information and communication technology management, and general administration.
The implementation of the QMS was founded under Administrative Order No. 161, series of 2006, known as Institutionalizing Quality Management System in Government, and executed by Executive Order No. 605, series of 2007, known as the Institutionalizing the Structure, Mechanisms, and Standards to Implement the Government Quality Management Program, amending Administrative Order No. 161. The implementation of the QMS is also anchored to Republic Act No. 9485, An Act to Improve Efficiency in the Delivery of Government Service to the Public by Reducing Bureaucratic Red Tape, Preventing Graft and Corruption, and Providing Penalties.
Ms. Janaima A. Ebrahim, Statistician II, and Salma I. Ali, Executive Assistant I from the Bangsamoro Planning and Development Authority (BPDA), along with Kasan M. Usop Jr., Information Officer III of the Bangsamoro Information Office (BIO), graced the activity and witnessed the unveiling of the ISO certification and the RBAC conference room.
Also in attendance were Mr. Edward Donald F. Eloja, Chief Statistical Specialist of the Statistical Operation and Coordination Division (SOCD); Ms. Noronisa D. Macadadaya, OIC Chief of the Civil Registration and Administrative Support Division (CRASD); Naldo G. Pendaliday, Chief Statistical Specialist of the Provincial Statistical Office of Maguindanao and Mohammadali R. Alonto, Chief Statistical Specialist of the Provincial Statistical Office of Lanao del Sur.
