PSA RSSO BARMM Conducts 2023 Mid-Year Performance Review Assessment

04 August 2023 - Cotabato City. The Philippine Statistics Authority of Regional Statistical Services Office in the Bangsamoro Autonomous Region in Muslim Mindanao (PSA-RSSO-BARMM) spearheaded by Engr. Akan G. Tula, OIC-Regional Director has successfully conducted the 2023 Mid-Year Performance Review Assessment – Final Presentation at the RSSO BARMM Conference Hall, Cotabato City and viewed simultaneously via Zoom Teleconferencing.

The activity is a regular undertaking of the office to showcase the accomplishments and important activities of the Regional Statistics Services Office and the Provincial Statistics Offices. It also aims to assess the performance for the first semester and likewise review the unmet targets in preparation of the second semester.

In attendance on-site included Ms. Noronisa D. Macadadaya, the Chief Administrative Officer of the Civil Registration and Support Division (CRASD), Mr. Edward Donald F. Eloja, OIC Chief Statistical Operations and Coordination Division (SOCD), Office of the Regional Director (ORD) regional focal persons and staff. Meanwhile, attended online via Zoom teleconferencing were Chief Statistical Specialists of five Provincial Statistics Offices and provincial Focal Persons in Basilan, Lanao del Sur, Maguindanao, Sulu and Tawi-Tawi.

In his inspirational message, Engr. Akan G. Tula compared life to a train journey where people come and go, much like how people cross path in life. RD Tula also emphasized the importance of self-development and embracing learning processes and encouraged everyone to strive for self-improvement and to lead their own journeys while simultaneously extending support to others.

The objective of the Mid-Year Performance Review Assessment was to foster stronger camaraderie among the participating divisions and Provincial Statistics Offices (PSOs)and to establish a solid work foundation as well as promote positive relations and understanding, RD Tula also emphasized.

Initially, the mentioned divisions and PSOs conducted individual mid-year review sessions. Thus, the concurrent event marked the culmination of preceding assessment reviews, with the objective of substantiating the region's achievements during the initial half of 2023. This comprehensive review aimed to not only validate accomplishments but also to identify setbacks and lessons learned.

Additionally, the assessment sought to pinpoint best practices, existing mitigations and propose potential solutions. The assessment also encompassed a thorough deliberation regarding unmet targets, revisions to the work program for the second semester, and the introduction of innovative practices to enhance business operations.

The outcomes of the deliberations for the Office Performance Commitment and Review (OPCR) are outlined as follows: the establishment of a middle management group; creation of Provincial Statistics Committee in Basilan; establishment of a CRS in Sulu; on-going constructions of CRC outlet in Lanao del Sur; and successful office transfer in Tawi-Tawi and RSSO.

Furthermore, exemplary practices encompass effective delegation, transparent communication maintained with all stakeholders, the creation of responsive risk strategies, the formulation of comprehensive project briefs and detailed plans, and meticulous documentation of each phase of project completion. Additionally, initiatives include the procurement of internet services and equipment.

Edward Donald F. Eloja, OIC SOCD expressed his eagerness about the potential of the presented best practices to inspire others and address ongoing challenges in across the PSA’s operations. He further applauded everyone to be committed to meeting unmet targets next semester and aim to improve standing in field awards, thus, doubling efforts to either advance in rankings or maintain their current status if moving up isn't possible.

RD Tula highlighted a notion that in the pursuit of development, change and criticism can be highly anticipated, but our commitment remains to adhere to established protocols. Furthermore, RD Tula has also shared his personal contact information to enable direct communication for any employee concerns.
