PSA BARMM Commemorates the Celebration of the World Hijab Day

03 February 2025 – COTABATO CITY. The Philippine Statistics Authority in the Bangsamoro Autonomous Region in Muslim Mindanao (PSA-BARMM) joined the commemoration of World Hijab Day, an event graced by Ms. Rozelle Elizabeth Padilla, also known by her Muslim name, Mishael Khadija, and famously recognized as Queenie Padilla. The activity took place on 03 February 2025 at the Shariff Kabunsuan Complex, Cotabato City.

World Hijab Day, founded by Nazma Khan in 2013, is an annual event observed every 1st of February in over 140 countries. Its goal is to encourage women of all faiths and backgrounds to wear the hijab for a day, fostering understanding and raising awareness about its cultural and spiritual significance.

This year’s theme, #HijabisUnsilenced, celebrates the resilience of hijab-wearing women, challenges stereotypes, and advocates for their rights. The event underscores religious freedom, cultural diversity, and women’s empowerment.

In her keynote address, Ms. Padilla shared her personal journey to embracing Islam and wearing the hijab. “Today is significant as it allows us to reflect on our identities and the meaning behind the choices we make,” she said. Drawing from the Qur’an, which has remained unchanged for over 1,400 years, she quoted Surah Adh-Dhariyat (51:56): “I did not create jinn and mankind except to worship Me.” She added that this revelation profoundly changed her life. Now, 14 years after reverting to Islam, she confidently stated, “Embracing Islam was the best decision I’ve ever made.”

Ms. Padilla highlighted the deeper meaning behind the hijab, which is often misunderstood. “To many, it may seem like just a piece of cloth, but to me, it represents so much more. Wearing the hijab is, first and foremost, an act of obedience to Allah. It provides physical security, shielding women from sexual objectification and the male gaze. Spiritually, it reminds me to purify my heart and mind, aligning my life with my faith.” She concluded by calling for inclusive spaces where women can freely express their faith through the hijab without fear of judgment.

Locally, Section 3, Article III of RA 11054 mandates the Bangsamoro Government to preserve and enrich Bangsamoro culture. In line with this, MP Diamila Disimban-Ramos principally authored Resolution No. 162, which promotes the preservation of Bangsamoro traditions. This resolution aligns with Senate Bill No. 1272 and House Bill No. 5693, both advocating the declaration of February 1 as National Hijab Day.

Similarly, on June 24, 2021, the Bangsamoro Transition Authority (BTA) Parliament adopted Resolution No. 131, supporting Senate Bill No. 2081 and House Bill No. 8249, which aims to institutionalize National Hijab Day. Resolution No. 131 emphasizes that while Muslim women observe Hijab Day daily, national recognition would enhance public understanding and appreciation of the hijab. It underscores that the hijab is not merely a piece of cloth but a profound symbol of faith, devotion, and identity.
